In order to enhance UM staff members’ understanding of the nation, the Human Resources Section of the Office of Administration organized in-house training courses on “”General Plan for Building the Guangdong-Macao In-Depth Cooperation Zone in Hengqin” and Macao-Hengqin Integration” and “Significance of the “China’s International Relations and the Role of Macao in the Overall Development of the Country” on 6 and 20 November 2024 respectively. Over 165 colleagues attended the trainings.

The University hopes that these training courses can deepen staff members’ knowledge on the development of Guangdong-Macao In-Depth Cooperation Zone in Hengqin and enhance their understanding on China’s international relations.

為增強大學教職員對國家的認識,行政部人力資源處於2024年11月6日和20日分別舉辦了「《橫琴粵澳深度合作區建設總體方案》與澳琴融合」、及「中國國際關係及澳門在國家發展大局中的角色」內部培訓課程。超過165名員工參與培訓。

大學希望透過上述培訓課程加深員工對橫琴粵澳深度合作區的認識,並讓他們更深入了解中國的國際關係。

UM Family Fun Day – “Winter Grill” was held on 1 December 2024 (Sunday), with over 145 staff and their family members participated.

Under the nice weather, staff and their families had a pleasant time at the barbecue, featured by the attractive and fun face painting sessions. This array of activities brought a cheerful Sunday to the participants of all ages.

ADMO-HRS organized “Training Development Program for Mid-level Administrative Management 2024”
行政部人力資源處圓滿舉辦「2024年中層行政管理人員培訓計劃」

In response to the rapid development of the University and the expansion of the Hengqin campus, the role of mid-level administrative management is particularly important. Therefore, the University organized the “Training Development Program for Mid-level Administrative Management 2024” in October 2024, aiming to enhance the leadership abilities, management skills, and professional knowledge of mid-level administrative management, and preparing them to better tackle any upcoming challenges.

33 invited faculty secretaries and functional heads of faculties and institutes participated in this program, which consists of 24 training hours that covers a range of essential management skills and operational knowledge.

The first part of the program is a 18-hour management training session conducted by an external instructor from Hong Kong Professional Training Centre. Training topics included Effective Communication via Personality Dimensions, Coaching Leadership and Performance Management, and Problem-solving with Innovation.

The second part is a 6-hour practical knowledge and experience sharing by internal units. We have cordially invited Dr. Katrina CHEONG, Director of Communications Office, to share on the topic “How to Build Up a Good Image for Your Unit”, Ms. Angela PANG and Mr. Indy CHENG, Heads of Budget Section and Accounts Section of Finance Office, to share about “Budget Planning and Reimbursement Procedures”, as well as Ms. Cindy IEONG & Ms. Elisa LAI, representatives of Procurement Section of Office of Administration, to share on “Procurement and Tender Process”.

Through this program, the participants not only enriched their knowledge and mindset by interacting with instructor and other participants, but also elevated understanding and strengthened skills on different subjects. It is believed that this learning experience will enable the participants to contribute to the development of the University going forward.

UM Family Fun Day – “Staff Shopping Carnival” was held on 25 September 2024 (Wednesday), with over 1,000 staff and their family members participated. More than 45 enterprises provided 700+ products at discounted prices.

UM organized the “Staff Shopping Carnival” with the aim of generating more business opportunities for local small and medium-sized enterprises (SMEs) and supporting their ongoing growth, as well as to provide a comfortable and convenient shopping environment within the campus for our staff and their family members to enjoy shopping fun.

UM Holds In-house Staff Training on “Smart Cities and Data Governance in the Chinese Mainland”, “Chinese Literature and Culture in Modern Transition” and “Significance of the “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area” to Moderate Economic Diversification in Macao” in Quarter 3 of 2024

In order to enhance UM staff members’ understanding of the nation, the Human Resources Section of the Office of Administration organized in-house training courses on “Smart Cities and Data Governance in the Chinese Mainland”, “Chinese Literature and Culture in Modern Transition” and “Significance of the “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area” to Moderate Economic Diversification in Macao” on 3 July, 5 July, and 4 September 2024 respectively.

Prof. SHUI Bing, Associate Director of the Institute of Advanced Studies in Humanities and Social Sciences, Head of the Public Administration Training Centre and Professor of Faculty of Law (FLL), shared the considerations of data governance during the construction of smart cities’ infrastructures in Chinese Mainland, as well as the ways for legally protecting the safety of data transferring. Over 80 colleagues attended the training.

Prof. YEUNG Siu Kwai, Associate Professor of Faculty of Education (FED), introduced the major changes in modern Chinese literature and culture, as well as the profound impact of literary and cultural transformations on China. Nearly 80 colleagues attended the training.

Prof. LEI Chun Kwok, Associate Professor of Faculty of Business Administration (FBA), introduced the background, requirement, positioning, development goals, strategies implementation and significance of the “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area”. Over 110 colleagues attended the training.

The University hopes that these training courses can deepen staff members’ knowledge on the development of smart cities and data governance in Mainland China, enhance their understanding on Chinese literature and culture, and provide them with insight into the economic development of Macao under the influence of the Greater Bay Area.

為增強大學教職員對國家的認識,行政部人力資源處於2024年7月3日、7月5日和9月4日分別舉辦了「內地智慧城市與數據治理」、「中國文學與文化的現代變遷」及「《粵港澳大灣區發展規劃綱要》對澳門經濟適度多元的意義」內部培訓課程。

人文社科高等研究院副院長、公共行政培訓中心主任及法學院教授稅兵教授分享了內地智慧城市建設當中的數據治理考量,以及如何讓民眾充分享受數據便利的同時享有法律的保障。超過80名員工參與此培訓。

教育學院副教授楊兆貴教授介紹了近代中國文學與文化的重大轉變,以及文學與文化轉變對中國的深遠影響。近80名員工參與此培訓。

工商管理學院副教授李振國教授介紹了《綱要》的背景、總體要求、定位、發展目標、相關策略的落實及意義。超過110名員工參與此培訓。

大學希望透過上述培訓課程加深員工對內地智慧城市與數據治理的認識,提升其對中國文學與文化的瞭解,並讓他們更深入認識在粵港澳大灣區影響下的澳門經濟發展。

UM holds a “Scam Prevention Workshop” for Administrative Staff
澳大為行政人員舉辦「防騙工作坊」

In view of the recent increase of fraud cases in Macao, and to enhance the awareness of UM staff members on scam prevention, the “Scam Prevention Workshop” was held on 21 June 2024 (Friday). Mr. KONG Ka Wai, Principal Criminal Investigator of the Judiciary Police, served as the guest speaker. The workshop was very well received. Nearly 100 colleagues participated.

During the workshop, Mr. KONG presented the common types of fraud cases in Macao (e.g., Scam Calls, Internet Fraud, etc.), the recent upward trend of these cases, the useful techniques for scam prevention, the strategies for helping others to stay alert and prevent being victimized, as well as the functions of the anti-fraud program launched by the Judiciary Police.

An individual workshop that targets UM academic staff will also be held in Quarter 3 of 2024. The University hopes that these workshops can enhance UM staff’s understanding on the various types of fraud cases, and to strengthen their awareness on scam prevention and skills in handling fraud cases.

鑑於近日本澳詐騙個案有上升趨勢,為增強澳大教職員提防詐騙的意識,大學於2024年6月21日(星期五)舉辦了一場「防騙工作坊」,邀請了司法警察局之首席刑事偵查員江家偉先生擔任主講嘉賓。是次工作坊的反應熱烈,吸引了近100名同事參與。

江家偉偵查員在工作坊上介紹了本澳常見的騙案手法(如:電話詐騙、網絡詐騙等)、近期詐騙個案的上升趨勢、各種有效的防騙策略、如何幫助他人提高警覺意識並預防受詐騙,以及由司法警察局推出之反詐程式中的各種功能。

另一場以教學人員為對象的工作坊將於本年第三季舉辦。大學希望透過這些工作坊,加強教職員對各類詐騙手法的瞭解,並提高他們的防騙意識和遇到詐騙案件時的應對技巧。

In order to enhance UM staff members’ understanding of the nation, the Human Resources Section of the Office of Administration organized in-house training courses on “Spiritual and Intangible Civilisation of Traditional China”, “Development Opportunities of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin” and “Introduction to China’s Administrative System” on 17 April, 8 and 20 May 2024 respectively.

Prof. ZHANG Ze Xun, Associate Professor of Faculty of Education (FED), introduced the concepts of intangible and spiritual civilisation, the artistic and cultural creativities in traditional China, as well as the spiritual dimension and moral wisdom displayed and passed on by Chinese intangible civilisation. Over 100 colleagues attended the training.

Prof. XU Jianhua, Associate Professor of Faculty of Social Sciences (FSS), introduced the framework construction and current situation of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, as well as its opportunities and challenges. Over 100 colleagues attended the training.

Prof. JIANG Chaoyang, Professor of Faculty of Law (FLL) and Director of Centre for Constitutional Law and Basic Law Studies, introduced the basic concepts on China’s Administrative System such as the structure and main functions, as well as the core differences between state administrative organs and local organs. Around 90 colleagues attended the training.

The University hopes that these training courses can enhance staff members’ understanding of Chinese culture, strengthen their knowledge on the development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, and provide them with insight into the administrative system in China.

為增強大學教職員對國家的認識,行政部人力資源處於2024年4月17日、5月8日和20日分別舉辦了「傳統中國的精神文明與非物質文明」、「橫琴粵澳深度合作區的發展機遇」及「中國行政體制簡介」內部培訓課程。

教育學院副教授張澤珣教授介紹了非物質文明與精神文明的意涵、中國傳統藝術文化形象和創作,以及中國非物質文明所蘊含傳授的精神文明和道德智慧。超過100名員工參與此培訓。

社會科學學院副教授徐建華教授介紹了橫琴粵澳深度合作區的頂層設計構想及現狀,以及一些機遇與挑戰。超過100名員工參與此培訓。

法學院教授及憲法與基本法研究中心主任蔣朝陽教授介紹中國行政體制的基本概念、架構、職能以及中央行政機關和地方行政機關的主要分別。約90名員工參與此培訓。

大學希望透過上述培訓課程加強員工對中華文化的認識,提升其對橫琴粵澳深度合作區發展的瞭解,並讓他們更深入認識中國的行政體制。

UM holds the “Long Service Award and Outstanding Administrative Staff Award Ceremony”
澳大舉辦「長期服務獎暨傑出行政人員獎頒獎典禮」

The University of Macau (UM) held the “Long Service Award and Outstanding Administrative Staff Award Ceremony” on 9 May 2024 at the University Hall (N2) to show gratitude and to commend staff members for their long-term contribution and outstanding performance.

This year, the University presented the “Long Service Award” to 266 staff who have served the University for 10, 15, 20, 25, 30, 35 and 40 years. The University also presented the “Outstanding Administrative Staff Award” to 19 staff, as well as the “Most Creative Slogan Award” for the slogan “Be kind. Be real”. Around 400 participants including Rector, Vice Rectors, Heads of Units, awardees, colleagues, as well as family and friends of awardees attended the ceremony.

Rector Yonghua SONG delivered his warmest congratulations and gratitude to all the awardees. He hopes that administrative colleagues will continue to act as a high performing team and enhance the quality of service, and that faculty members will continue to cultivate talents and scale new heights in teaching and research, altogether facilitating UM to strive towards its goal of becoming an internationally recognized university of excellence.

澳大今年共向266位服務滿十年、十五年、二十年、二十五年、三十年、三十五及四十年的員工頒發「長期服務獎」。同時亦頒發了19個「傑出行政人員獎」以及「最具創意口號獎」,得奬口號為「存好心。做實事」。當天約400名參與者,包括校長、副校長、多位部門主管、得獎者、同事,以及得獎者的家人和朋友。

校長宋永華向獲獎的所有員工表示祝賀和敬意,並衷心希望行政人員能夠繼續營造一個高效的團隊,持續提高服務質素,也期望教學人員繼續培育人才,在教研方面續創佳績,共同輔助澳門大學成為一所國際公認的卓越大學。

Delegation of the Financial Services Bureau visited UM

The Deputy Director of the Financial Services Bureau (DSF), HO In Mui, led a delegation to visit the University of Macau (UM) on 3 April and was warmly received by Claudia XU, Vice Rector of UM. The delegation learned about the development of the “Supplier Registration System” and “eProcurement System” at UM.

In line with the overall development strategy of the University, the Procurement Section of the Office of Administration (ADMO-PCT) has been committed to studying the digitalization of procurement management since 2018, with the aim of creating a tailor-made procurement system for the University to meet the rapidly growing procurement needs in areas such as scientific research and teaching. After extensively collecting and analyzing opinions from various departments and designing the workflow, ADMO-PCT and the Information and Communication Technology Office (ICTO) jointly developed, tested, and implemented trials of the related systems in phases. In 2019 and 2021, the new “Supplier Registration System” and “eProcurement System” were launched respectively, marking UM’s success in self-developing its electronic procurement tools.

The “Supplier Registration System” has attracted over 2,500 suppliers to register since its launch, creating a vast database covering various professional fields, which is particularly conducive to the selection of high-quality professional suppliers for the procurement of high-end and precision instruments and equipment needed for scientific research experiments and academic development. The “eProcurement System” has standardized the procurement process, automated document preparation, and digitized management data, thereby enhancing administrative efficiency and optimizing the University’s procurement management. ADMO-PCT will continue to optimize the systems to align with the development of the e-government policies of the Macao SAR.

During the meeting, representatives from ADMO-PCT and ICTO-IMS introduced the development history of the University’s procurement system since 1996. They explained the main workflow and functional features of the systems, and shared the difficulties and challenges faced in comprehensively addressing the needs of legal, managerial, user and technical aspects in the process of system development and maintenance.

The delegation of DSF comprised 14 members, including HO In Mui, Deputy Director, TAM Lai Ha, Head of Public Accounting Department, CHEONG Chi Kin, Head of Information System Department and FONG Sio Peng, Head of Public Asset Management Department. Representatives from the University, including Annie CHAN, Director of ADMO, Candy LEI, Director of the Finance Office, also joined the reception, and had a rich and fruitful exchange with the delegation.

財政局副局長何燕梅於4月3日率團訪問澳門大學,了解澳大「供應商註冊系統」及「電子採購系統」的發展情況,獲澳大副校長徐建熱情接待。

為配合大學總體發展戰略,行政部採購處自2018年起致力研究採購管理電子化,目標是為大學量身打造專屬的採購系統,以配合大學在科研、教學等領域高速發展的採購需求。經過廣泛收集及分析各部門意見、設計流程,行政部採購處與資訊及通訊科技部合作開發、測試、分階段試行,並於2019年及2021年先後推出了全新的「供應商註冊系統」及「電子採購系統」,成功自主研發大學的電子採購系統。

「供應商註冊系統」推出至今已吸引超過2,500間供應商註冊,龐大的資料庫涵蓋各專業領域,尤其有利於選取優質專業的供應商,配合科研實驗及學科建設所需之高端精密儀器設備的購置。「電子採購系統」使採購流程標準化、文件編制自動化、管理數據化,提升行政效率,全面優化了大學的採購管理。行政部採購處將持續優化系統以配合特區政府的電子政務發展政策。

席上,行政部採購處與資訊及通訊科技部資訊管理處代表,介紹了澳大採購系統自1996年以來的發展歷程、解說了系統的主要工作流程及功能特點,同時分享了系統開發和維護過程中,需平衡法律、管理、用家及技術各方面需要的困難與挑戰。

財政局代表團成員共14位,包括副局長何燕梅、公共會計廳廳長譚麗霞、資訊系統廳廳長張子健及公物管理廳廳長馮小萍,而大學代表包括行政總監陳麗明及財務總監李妙媚等亦參與接待,雙方進行了豐富充實的交流。

In order to enhance UM staff members’ understanding of the nation, the Human Resources Section of the Office of Administration organized in-house training courses on “Defence of National Security from the Perspective of the Constitution and the Basic Law” and “Development of Higher Education in the Guangdong-Hong Kong-Macao Greater Bay Area” on 13 and 27 March 2024 respectively.

Dr. KONG Wa, Senior Instructor of the Faculty of Law (FLL), introduced the holistic approach to national security, the constitutional obligation of the Macao SAR to safeguard national security, and the development of National Security Law in the Macao SAR. Around 140 colleagues attended the training.

Prof. XU Jianhua, Associate Professor of the Faculty of Social Sciences (FSS), shared the current status, prospect and future challenges of higher education in the Guangdong-Hong Kong-Macao Greater Bay Area. Nearly 140 colleagues attended this course.

The University hopes that these training courses can enhance staff members’ understanding of national security, strengthen their knowledge on the Constitution and the Basic Law, and provide them with insight into the higher education development in the Guangdong-Hong Kong-Macao Greater Bay Area.

法學院高級導師江華博士介紹了總體國家安全觀 、澳門特區維護國家安全的憲制責任 ,以及澳門特區維護國家安全法的發展進程。約140名員工參與此培訓。

社會科學學院副教授徐建華教授分享了粵港澳大灣區高等教育發展的現狀、前景與未來挑戰。約140名員工參與此課程。

大學希望透過上述培訓課程加強員工對國家安全的認識,提升其對憲法及基本法的瞭解,並讓他們更深入認識粵港澳大灣區的高等教育發展。
